Needles Wiped in Toilet Paper Rolls in Public Restrooms

Public restroom safety is increasingly in the spotlight due to disturbing reports of tampering and contamination. A recent Daily Mail article warned restroom users to inspect toilet paper closely for tiny marks or discolorations.

These marks often indicate dangerous substances intentionally placed on the paper, frequently by drug users cleaning needles on the exposed rolls.

For facility managers, this is not just a news headline—it is a massive liability risk. If a patron is pricked by a needle or exposed to pathogens because your dispensers allowed access, the resulting lawsuit could devastate your department's budget.

The Hidden Dangers:

  • Needle Cleaning: Users inserting syringes to wipe blood on concealed paper.
  • Stashing: Using the hollow space inside plastic dispensers to hide drugs.
  • Public Anxiety: Visitors feeling unsafe using your facilities.

A Founder's Note: The Shocking Reality

I first learned about this issue while attending a California Park and Recreation Society Trade Show. A facility manager walked up to my booth and asked a very specific question: "Do you have a toilet paper dispenser with a completely sealed bottom?"

When I said no, I asked him why such a specific feature was needed. His answer shocked me. He explained that his parks were having issues with drug users sticking needles up into the dispensers to clean them on the paper rolls.

This request set me on a years-long endeavor. Designing a "sealed" dispenser is incredibly difficult due to ADA regulations which require unrestricted paper flow. However, for high-risk zones, we knew a specialized solution was necessary.

The Challenge of High-Risk Zones

Standard commercial dispensers—even our own heavy-duty models—typically feature an open bottom. This design is standard across the industry because it allows for easy paper access and ensures compliance with ADA rules regarding "grasping and pulling."

However, in areas plagued by heavy drug activity, this necessary design feature becomes a vulnerability. That open space allows users to reach up inside the unit.

The Specialized Solution: For these specific "High-Risk Zones," Vandal Stop developed the AA-TPCD Controlled Dispenser. By utilizing an electronic feed system, we were able to completely seal the bottom while still delivering paper to the user.
